Speaker Bio - Jay Weiskircher currently serves as the Executive Director of the Miami Valley Communications Council representing the cities of Centerville, Germantown, Kettering, Miamisburg, Moraine, Oakwood, Springboro and West Carrollton. Formed as a council of governments in the mid-1970’s, MVCC develops and implements intergovernmental projects and programs designed to enhance service delivery, encourages the use of technology to enhance the quality of life for residents in its member and affiliate communities, and manages operation and programming of its public access channels.

A Pennsylvania native, he graduated from the University of Pittsburgh with a BA in political science and received his graduate degree in public administration from the University of Cincinnati.  Upon graduation from UC, he accepted a position as administrative assistant with the city of Oakwood. Within two years he became the Assistant City Manager and retired from Oakwood in December, 2017 after a 35+ year career. While at Oakwood, he was responsible for all facets of human resources, contract negotiations with four employee unions, benefit administration, securing and administering the city’s multi-peril insurance program, property maintenance enforcement, planning and zoning administration, and special projects coordinator. He was also the project manager for overseeing construction of a new public works center as well as expansion and renovation of the Safety/Administration Building.  He was a recipient of the Dayton Area Managers Assistant City Manager of the Year, he served for nearly 25 years on the Ohio Plan Board of Directors, serving 8 years as its chairman.
